New York's City Council Monday voted to ask the state Legislature to enact Mayor Michael Bloomberg's "congestion pricing'' proposal to charge motorists traveling to the busiest parts of Manhattan on weekdays.
If all parties approve the proposal in a week, New York will be the first in the United States to charge a traffic congestion fee. According to the proposal, the system would be enforced through electronic toll monitors and license-plate cameras at the periphery of the "congestion zone". Cars would be charged $8, trucks $21, to enter between 6 a.m. and 6 p.m.
